Who makes the rules about prison sentencing that determines which prison someone gets sent to? - who makes ceebis

What I see is that the laws of the last minute when he catches the underprivileged, into a country club prison sent.

It is a fact at all. This is an urban myth. Several countries have different prisons and different rules for sentencing purposes. In general, violent offenders who are with a history of escape or danger from the other prisoners are sent to the safest and least comfortable facilities. "White collar" offenders - those whose crimes are not involved in violence and have no history of violence - were more comfortable in prison, convicted less restrictive. The classification is usually by other than the trial judge.
